First Component:
Improving the legislation protecting (small)
economic operators
This
component aims at improving the legislation
protecting (small) economic operators in selected
areas of legislation where the current legal
framework is non-existent or dramatically inadequate,
with the focus on two areas:
Methodology
Two
working groups per pilot region, on the
two areas mentioned above have been set up to
develop recommendations on selected topics or
"temporary recommendations", aiming at improving
federal and regional laws and regulations.
These working
groups are composed of the best specialists
in these fields recommended by the local partners
to the project. In addition to Russian experts,
EU specialists also participate in the activities
of the working groups.
Temporary
recommendations are discussed afterwards at
inter-regional seminars
with the participation of Russian specialists
from each pilot region. As a result of these
seminars final and balanced recommendations
are transmitted to the Russian beneficiary and
relevant counterparts (federal level).
