Working groups
The
first meeting of the two working groups, which
took place on October 18-20, 2000 and on October
25-27, 2000, respectively allowed to precisely
identify the priority subjects to be studied
by the working groups.
Working Group 1:
Legal framework of SEO operation
Several
topics have been selected and studied by local
Russian experts in Irkutsk:

Registration and licensing;
- State
support for small economic operators (legal
forms of investment and funds for small businesses'
support);
- Anti-trust
protection for small economic operators;
- Simplified
taxation system - Tax benefits.
Working
Group 2:
Administrative procedures
Several
topics have been selected and studied by local
Russian experts in Irkutsk:
- State
responsibility towards small economic operators;
- Resolution
of disputes with the involvement of small
economic operators;
- Interaction
between small economic operators and tax bodies
- Practical aspects;
- The
scopes of supervisory bodies in respect of
small economic operators' activity and the
limits of the scopes.
